God has appointed these leaders to rule his people and to bring about flourishing. The national leaders are the ones who are supposed to know about justice. They are the ones who should exercise their power and God-given authority for the common good. Obviously, they haven’t done so, and that is why the indictment comes: “Is it not for you to know justice?” (3:1).
